Given our experiences, it would have shocked me if it was. It seems like well-run organizations are the exception, not the norm.

[Athrun's thinking back to the problems back home. ZAFT was affected by the structure of the PLANT Supreme Council and the Chairman's level of power, and Orb often had to deal with the Five Noble Families and their individual agendas. As for the Alliance...well, at least they were getting better.]
