[It really was an unfair situation no matter which way you sliced it. Kind of a damned if you do, damned if you don't sort of deal. Hindsight being what it is, it's almost galling to think that perhaps things would've been better off had they never engaged the Imugi at all and just let the damn things terrorize the city.
