Yes, they can technically skip out on it, but after the first 20 minutes of not showing up, their oculars will blare incessantly, and this will continue until they attend. Additionally, continuing to come late or putting in little effort could result in them being confined to their rooms, or even having their powers/abilities taken away for 24-48 hours.
